Field Named 2012 President

Jeff Field, P.E., Executive Director of the Laurens County Water and Sewer Commission (LCWSC), Laurens, SC, was elected President of the South Carolina Association of Special Purpose Districts (SCASPD) during the SCASPD Annual Conference at the Westin Poinsett, in Greenville, South Carolina. Field was born in Greenville, SC and now resides in Laurens, SC. Field graduated from Clemson University in 1994 where he earned a Bachelor of Science Degree in Agricultural/Natural Resources Engineering. Field began his career in engineering with the South Carolina Department of Health and Environmental Control in the Bureau of Water as an Engineer Associate. Prior to serving as Executive Director of the LCWSC, Field was a Staff Engineer for the LCWSC from 1998-2005.

In addition to these accomplishments, Field devotes much time to community and civic activities. He currently serves as Vice Chairman of the Laurens County Development Corporation; Laurens County Chamber of Commerce Board of Directors and Piedmont Technical College Foundation. He also served as President of the Laurens Rotary Club in 2008 and Chairman of the United Way in 2010.

Field is a member of First Baptist Church of Laurens. He and his lovely wife Jamie have three children, Brandon, Sara Beth, and John Parker. In his spare time, Field enjoys spending time with his children and family, all things Clemson, motorcycles, golf, hunting and camping.

Jolley (Phill), Pelham Batesville Fire District, Greer, SC.

The South Carolina Association of Special Purpose Districts (SCASPD) is a trade organization, representing 500 Special Purpose Districts in the state of South Carolina. Districts provide water, sewer, fire, garbage collection, health and recreation to citizens of South Carolina. Districts represent a third form of local government, and are owned and operated by the citizens they serve.

Arnold Lingle Honored

Congratulations to Arnold Lingle for receiving the 2011 SPD Service Award.Arnold recently retired as CEO of Newberry County Water and Sewer Authority. He also served a number of years as Treasurer of the SPD Association. Thank you Arnold for your outstanding service to the South Carolina Association of Special Purpose Districts and the citizens of South Carolina.

RESOLUTION

To recognize Leo Howard Hill for his many years of outstanding community service and to memorialize him in a manner befitting his character.

Whereas, Leo Howard Hill served the South Carolina Association of Special Purpose Districts with dedication and distinction; and

Whereas, Leo was a leader of special purpose districts who helped guide the association through difficult times and brought people together for the greater good; and

Whereas, Leo contributed countless amounts of time and measureless amounts of effort to Upstate charities and is deserving of recognition; and

Whereas, Leo’s commitment to the community extends to service on the Piedmont Health Care Foundation and the Dunlap Orphanage; and

Whereas, Leo was dedicated to his faith as a member of the Greenville A.R.P. Church, where he was former deacon and Sunday school teacher; and

Whereas, Leo remained dedicated to his alma mater as a member of the Erskine Alumni Board where he and his wife received the President's Award for service to Erskine College; and

Whereas, Leo anchored his personal life with his family. Now, therefore,

Be it resolved by the South Carolina Association of Special Purpose Districts:

That the members of the South Carolina Association of Special Purpose Districts, by this resolution, recognize Leo Howard Hill for his many years of outstanding community service and hereby create the “Leo Hill Memorial Leadership Award” to be presented to worthy individuals in the special purpose district community who embody the qualities Leo used to guide his personal and professional life.

Our Purpose...

The Special Purpose Districts, the third form of local government, is a provider of services which are tailored to address the special needs of citizens as they urbanize the rural communities of the state. There are over 500 Special Purpose Districts providing water, sewer, fire, recreation, health, trash collection, natural gas and airport services.


The creation of Special Purpose Districts allows the community to exercise the highest form of democracy by allowing citizens to choose leadership which will address the service needs of the community. The governing body of the Special Purpose Districts may be appointed or elected, and has the authority to provide a needed service which may be funded by user fees or tax assessments.


The goals of the Association are achieved through programs of training, seminars, workshops, public relations and as a provider of service to local SPD's. We encourage you to consider becoming a member of the South Carolina Association of Special Purpose Districts.
